The Housing Authority of the Town of Morristown (MHA) is requesting proposals from duly qualified accounting firms licensed in the State of New Jersey for the provision of auditing services to the Housing Authority for its various federally-funded affordable housing programs.

Proposals shall include both Financial and Compliance Audits to be performed on the Authority’s financial operations, subject to all applicable State and Federal laws including, but not limited to, the Single Audit Act of 1984, Federal Public Law 98-502, the Single Audit Act Amendments of 1996, Federal Public Law 104-156, applicable OMB Circular A-133 compliance supplements, and the McKinney Homeless Assistant Act.

Proposals shall be submitted in triplicate and must be delivered in a sealed envelope marked “Proposal for Auditing Services” to Roy Rogers, Executive Director, Morristown Housing Authority, no later than 10:00 a.m. on June 29, 2017, at the administrative offices located at 31 Early Street, Morristown, NJ 07960. All proposals shall utilize the format outlined in the RFP and shall include any and all required documentation as requested therein. Failure to abide by the RFP’s instructions in any way may lead to the proposal being rejected as non-responsive to this advertisement.

No proposal may be withdrawn for a period of sixty (60) days after the date set for the receipt of all bids. The Authority reserves the right to reject any and all proposals and/or to waive informality in the RFP, pursuant to the applicable rules and regulations governing same, if it is in the interest of the Authority to do so. The contract shall be awarded to the most advantageous proposal received by the Authority, both cost and other factors considered, in accordance with the criteria included in the RFP.

Copies of the RFP will be available on our website (morristownha.org). Please note that any prospective respondent obtaining the RFP from the MHA’s website shall be responsible for ensuring they are aware of any addendums to the RFP by verifying such with the Authority’s administrative offices or the Housing Authority’s website prior to submission. Available for pick-up at the Housing Authority’s administrative offices beginning on June 9, 2017. This RFP is being issued pursuant to a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.

REQUEST FOR PROPOSALS

The Housing Authority of the Town of Morristown will accept proposals for “Ordinary Legal Services” for the period of July 1, 2017 to June 30, 2018. It is the Housing Authority’s desire to retain and employ a duly qualified Attorney to act as General Counsel in all legal matters which may arise in connection with the business and management of its various housing programs. All legal services must be provided in accordance with the existing rules, orders, directives and regulations promulgated by the United States Department of Housing and Urban Development as well as all applicable state and federal laws.

SCOPE OF LEGAL SERVICES

The Scope of Legal Services being requested will pertain to all of the Housing Authority’s programs (including, but not limited to: Public Housing, Section 8 Program, Capital Fund Program, Community Development and other programs).

PROPOSAL SUBMISSION 

All qualified candidates interested in submitting a proposal for “Ordinary Legal Services” should submit a written proposal. The proposal should contain an hourly fee proposal, including a listing of the cost of each attorney, paralegals that the firm proposes shall perform the scope of services, and reimbursable expenses sought. Each Proposal shall further include the following information:

1) Firm’s complete name, address, telephone and fax numbers and email address, including the name of the firm’s proposed primary provider of services;

2) List and biography of all key attorneys who would be handling MHA matters;

3) Narrative identifying any Public Housing Authorities that the Attorney/firm has represented over the past ten (10) years to which Attorney/Firm firm has provided similar services; and

4) Detailed description of firm’s specialized knowledge and understanding of Scope of Services and firm’s overall experience and approach to performing such;

Finally, all proposals must also include the following documents:

1) Executed copy of HUD-5369-C (Certifications and Representations of Offerors);

2) Business Registration Certificate;

3) Certification regarding Non-Debarment, Suspension, Ineligibility and Voluntary Exclusion; and

4) Affirmative Action Compliance Notice;

5) Attorneys/Law Firm’s Professional Liability Policy Declarations Page, demonstrating full coverage in effect.

All proposals should be sealed (envelope marked: “Proposal for Ordinary Legal Services”) and delivered to the Housing Authority of the Town of Morristown, 31 Early Street, Morristown, NJ on or before 10:00 a.m. on May 19, 2017. The MHA reserves the right to declare any proposal unresponsive which does not include the above required documentation or which is deemed incomplete in any way. Any such proposal may be subject to rejection at the sole discretion of the Authority.

The MORRISTOWN HOUSING AUTHORITY (MHA) will accept proposals for “Accounting Services” for the period of July 1, 2017 to June 30, 2018. It is the Housing Authority’s desire to retain and employ a duly qualified accounting firm to act as the Authority’s Accountant in all financial matters which may arise in connection with the business and management of its various housing programs. All accounting services must be provided in accordance with the existing rules, orders, directives and regulations promulgated by the United States Department of Housing and Urban Development and New Jersey State Law, provided that such compliance is in the best interest of the Authority and are required by law.

The scope of accounting services being requested will relate to all of the Authority’s programs (including, but not limited to, Public Housing, Section 8 Vouchers, Capital Grant Fund, and any other Grant Program Funds for any Federal or State Program).

THRESHOLD QUALIFICATIONS: 

  1. Must be a Certified Public Accountant (C.P.A.) licensed in the State of New Jersey or a Licensed Public Accountant.
  2. Must have experience representing Housing Authorities and knowledge of HUD funded programs and related federal regulations.
  3. Must not be on any Federal or State disbarred list.
  4. The Accountant must be prepared to spend on average 20 hours per month to complete the services covered under this RFP.
  5. The Authority reserves the right to determine if specific tasks are outside of the scope of services and require a negotiated amount before the Accountant undertakes the task.

PROPOSAL SUBMISSION: 

All qualified candidates interested in submitting a proposal for “Fee Accountant Services” must submit two completed and executed copies of the AGREEMENT FOR FEE ACCOUNTING SERVICES, as well as a detailed resume, cover letter, or both, demonstrating the candidate meets both the threshold requirements of this RFP and the degree to which the candidate meets the qualify/merit factors in the attached evaluation system and shall include a lump-sum retainer which shall state a fixed price for the listed services. Please note: The MHA has estimated twenty 20 hours per month or 240 hours per year for all tasks within the scope of services

PURPOSE 

The Housing Authority of the Town of Morristown (hereinafter called “Housing Authority” or “MHA”) is a public housing agency with administrative offices located at 31 Early Street, Morristown, NJ, which provides quality, affordable housing to low-income families and seniors. The agency maintains various affordable housing properties in Morristown, NJ and supports both a public housing program as well as a Section 8 Housing Choice Voucher Program as administered by the United States Department of Housing and Urban Development (HUD).

In accordance with all state and federal regulations, the Housing Authority is currently accepting proposals for “Auditing Services” for the fiscal year 10/1/15 to 9/30/16. It is the Housing Authority’s desire to employ a duly qualified accountant or accounting firm to act as the Housing Authority’s Auditor who shall perform auditing services on the Authority’s books and records for the period commencing October 1, 2015 and terminating September 30, 2016. All audit services must be provided in accordance with the existing rules, orders, directives, and regulations promulgated by the United States Department of Housing and Urban Development (HUD), including the HUD Accounting Handbook, Financial Management Handbook, HUD Audit Guidelines, the Annual Contributions Contract and Asset Based Management, provided that such compliance is in the best interest of the Authority and is required by law. The Audit shall also be performed in accordance with Circular OMB A-133.

All proposals shall be reviewed for completeness and shall be analyzed in accordance with the criteria contained herein. Therefore, the MHA urges all interested firms to carefully review the requirements of the RFP, including the attached Instructions to Offerors (HUD-5369-B). Failure to abide by the RFP’s instructions, in any way, may lead to, in the Housing Authority’s sole discretion, the rejection of the proposal as non-responsive.
