PROJECT-BASED VOUCHER HOUSING APPLICATIONS OPEN
Any individual may apply for placement on any of our Project-Based Voucher Housing waiting lists. Project-Based Voucher housing availability consists of apartments at Manahan Village and 31 Early Street, 39 Early Street, and 29 Ann Street in Morristown, New Jersey managed by OAHS Senior/Manahan Village LLC.
Instructions:
To have your name placed on any of our Project-Based Voucher Housing waiting list, you must complete the preliminary online application.
A valid email address is required to receive notification that your application has been received.
The Preliminary Applications are available on this website only. Applications will not be accepted by mail or in person.

When you complete an application, you will receive a Control Number and Registration Code to create an Account on our Application Portal.
Click Create/Update Account at the bottom of the message.

Register as a New User and enter your email address and create a password.
Then click Register Confirmation and an email will be sent to you to verify your account.
When you log-on for the first time, a Two-Factor Authentication Code will be emailed to you.

Once your application has been submitted and placed on any of our waiting list, all future changes (family size, address, income, preferences, etc.) must be made through the portal only.

Applicants will be contacted by the Morristown Housing Authority and OAHS Senior/Manahan Village LLC through the U.S. Postal Service and/or email.
Only one application per household will be accepted. Duplicate applications will be rejected.
Submission of an application does not guarantee eligibility, or an offer of an apartment.
HUD requires all applicants to meet income requirements and the table below indicates the 2025 maximum income limits by household size (subject to change by HUD):
